Job Description

Program Manager/PE - Titusville/Cape Canaveral Spaceport

AECOM Transportation Business Line's Spaceports/Airports Group is seeking a Program Manager to develop spaceports projects within Florida with the preferred location being around the Cape Canaveral Spaceport, Brevard County (Orlando, Titusville, Melbourne). The candidate will lead spaceport development projects involving planning, engineering, and construction management for clients such as Space Florida, NASA, the Florida Department of Transportation, the Federal Aviation Administration, Florida's spaceport territories, counties, cities, and other local and regional entities. Projects include design, planning, engineering and construction, administration/management of infrastructure associated with various modes of transportation, horizontal launch facilities, airfields, launch complexes, payload processing, buildings, utilities, and commodities.

The responsibilities of a Program Manager are:

  • Applies a practical design knowledge of architectural, engineering, and construction methods, techniques, and historical project data to ensure project requirements are complete
  • Manages the scope, schedule, and budget across a multi-disciplinary project's lifecycle - from conceptual studies to full design and construction administration
  • Designs, plans and manages project staffing requirements, reports project performance, and KPIs, and identifies and addresses scope creep, schedule, or quality issues to ensure successful delivery of assigned projects
  • Focuses on providing program, project and construction management services on primarily state and federal client program(s) in the Southeast Region
  • Supervise one to five team members. Mentors and provides career development to junior members of the team
  • Organizes and directs all activities between the technical and administrative aspects of projects and/or programs including scheduling, budgeting, cost control, cash flow, QA/QC, risk analysis, document control, and management information systems
  • Performs, delegates, and completes tasks associated with ArcGIS, AutoCAD, Sharepoint, Administrative/Document Control, Cost Control, scheduling and multi-disciplinary engineering with other AECOM Staff within Orlando/Tampa/other offices
Qualifications

Minimum:

  • Bachelors in Civil Engineering or other engineering fields
  • A registered Professional Engineer license is required.
  • Six years of related experience or demonstrated equivalency of experience and/or education, including two (2) years of direct project management.
  • Valid Driver's license and safe driving record
  • US Citizenship is required.
  • Experience in civil engineering design and/or construction
Preferred:

  • Ten years of related experience, including five (5) years as an A/E project manager is preferred.
  • Experience working with NASA, FDOT, NAVFAC, USACE, FAA, USSF, NOTU/Navy, USAF or DoD
  • Knowledge of the Federal marketplace, FAR/DFARs, UFCs, key clients, and industry trends
  • Experience in business development activities such as client interaction and retention
  • Experience with ArcGIS, Building Information Modeling (Revit), Bluebeam, and AutoCAD or similar applications
  • Experience in Microsoft Office products including Sharepoint Application
