Job Description
AECOM is seeking a project Engineer /Rail Car Test Engineer supporting on-site client projects in Baltimore Maryland. The Project Engineer will be responsible for coordinating and overseeing various aspects of the testing and commissioning activities related to the new Hitachi railcars for the Metro Railcar and Train Control Replacement Project.
Responsibilities include:
- Providing expert insights on systems implementation within transportation projects, with a primary focus on public rail initiatives and other transportation infrastructure endeavors that involve systems.
- Influencing and supporting systems designs by offering critical reviews and insights from an implementation perspective. This involves considering factors such as constructability, field integration, and testing & commissioning feasibility.
- Demonstrating proficiency in systems testing & commissioning by generating comprehensive project-level T&C documentation. You will also contribute T&C insights to project schedules and budgets and take part in overseeing T&C field activities.
- Leveraging your expertise to address constructability aspects of Systems, providing guidance to detailed design processes, and contributing valuable input to project schedules and budgets.
- Engaging with clients, major stakeholders, and other design disciplines, while also coordinating project engineering tasks to ensure seamless project execution.
- Collaborating closely with project management, various disciplines, and project teams to address Systems Implementation matters, including support for project pursuits.
- Taking charge of subcontractor management for third-party tasks, encompassing tasks like scheduling and invoice oversight.
- Crafting engineering cost estimates and collaborating on change orders in conjunction with the car builder.
- Assuring the quality of reviewed and approved invoices before their submission to clients.
- Developing cost proposals to facilitate annual task order renewals.
- Maintaining an updated understanding of project status, billing activities, and regularly updating the project controls team.
- Conducting thorough technical reviews of documentation provided by the car builder, focusing on elements such as couplers, trucks, and vehicle reliability.
- Conducting detailed technical investigations into failures and glitches within the railcar system.
- Drafting technical documents, encompassing test/inspection procedures and statements of work tailored for contract modifications.
- Collaborating closely with selected laboratories to coordinate testing and analysis efforts, followed by a comprehensive review of resulting reports.
- Utilizing car reliability data analysis to collaborate with the car builder in enhancing reliability statistics.
- Active involvement in commissioning processes, dynamic testing, and a variety of system tests.
- Facilitating coordination with stakeholders for tasks like simulator procurement and contractor selection.
- Ensuring a meticulous review of contractor-submitted technical documentation and invoices.
- Undertaking engineering tasks that relate to maintaining and troubleshooting existing railcar fleets.
- Enhancing and updating equipment maintenance manuals based on observations, technician interviews, and OEM manuals.
- Taking part in acceptance testing and site inspections for newly delivered railcars.
- Rigorously reviewing design and test documents submitted by the car builder.
- Participating in reviews of requirements and procedures pertaining to railcar systems.
- Serving as a dedicated customer representative during the critical phases of system integration and testing.
- Leading on-board systems testing and subsystem evaluations.
- Maintaining and diligently reviewing test results, promptly identifying and effectively tracking problems.
- Generating essential witness reports and comprehensive summary reports as and when required.
- Making valuable independent technical contributions to the testing and troubleshooting processes.
- Ensuring strict adherence to approved test procedures by contractors.
- Executing any additional duties that might be assigned, contributing to the overall success of the project.
Minimum Qualifications
- BS degree in Mechanical Engineering or related field
- 6 years of related experience or demonstrated equivalency of experience and/or education
- Experience in railcar testing
- Professional Engineer's License or ability to obtain MD Certification
- Experience designing transit and transportation infrastructure
- Experience in designing Heavy Rail and/or light rail infrastructure
- Experience in engineering design projects for MTA to other Transit Property
- Experience with oversight task leadership of junior staff
- In-depth knowledge and experience with railcar systems and subsystems, including PICO, static, and dynamic testing.
- Relocation is not available for this position

- Work may involve overnight shifts and weekends as needed.
