Your Role and Responsibilities
Population Refugees and Migration (PRM) is the humanitarian bureau of the Department of State. PRM promotes U.S. interests by providing protection easing suffering and resolving the plight of persecuted and forcibly displaced people around the world. These individuals include refugees migrants stateless individuals internally displaced persons (IDPs) and more. PRM does this by coordinating humanitarian policy and diplomacy providing life-sustaining assistance working with multilateral organizations to build global partnerships and promoting best practices in humanitarian response.
An integral component of U.S. humanitarian policy is the U.S. Refugee Admissions Program (USRAP) which is primarily implemented via PRMs refugee case processing system called START. PRM also engages with other USRAP partners systems as needed to support refugee processing and resettlement. Individuals outside the United States seeking admission as a refugee under Section 207 of the Immigration and Nationality Act (INA) are processed through the USRAP which is managed by the Department of State in cooperation with the Department of Homeland Security (DHS) and the Department of Health and Human Services (HHS). Those admitted as refugees are eligible for USG-funded resettlement assistance.
The USRAP reflects the United States highest values and aspirations to compassion generosity and leadership. Since 1975 the United States has welcomed over 3 million refugees from all over the world. Refugees have built new lives homes and communities in towns and cities across all 50 states. On an annual basis the President in consultation with Congress determines an annual limit for admitting the total number of refugees into the United States.
The USRAP is a multi-stage process requiring a refugee applicant to undergo case referral/initiation prescreening interview DHS U.S. Citizenship and Immigration Services (USCIS) interview and adjudication security checks and medical examination. For refugee applicants approved for admission to the United States next steps include domestic resettlement partner placement cultural orientation and travel to the United States.
- Works under the direction of the Refugee Processing Business Manager to support the overall mission for overseas and domestic components of the US Refugee Admissions Program.
- Helps ensure that the RPC and RSC SOPs are aligned with Department of State policy and business rules.
- Innovates in close cooperation with Data Analytics and software subject matter experts to identify efficiencies/automation that will increase efficiency and productivity of case processing staff.
- Supervises training change management and business analysts who support RSC caseworkers across the world in implement PRM policy and RPC system and processing requirements.
- Subject matter expert in refugee processing procedures. Familiar with refugee administration including report generation techniques associated statistical methods congressional inquiries and help desk procedures.
- Reviews and analyzes reports records and directives and confers with supervisors to obtain data required for planning refugee operations activities such as new commitments status of work in progress and problems encountered. Assigns or delegates responsibility for specified work or functional activities and disseminates policy. Gives work directions resolves problems prepares schedules and sets deadlines to ensure timely completion of work.
- Coordinates Refugee Operations activities with START software team User Acceptance Testing systems design and prototype reviews to provide the user perspective in START system development and troubleshooting defects.
- Helps evaluate current procedures and practices for accomplishing department objectives to develop and implement improved procedures and practices.
- Establishes standards for functions that are in accord with the contractor’s quality control and configuration management programs ensures that they are understood and evaluates employee performance.
- Expertise on START system from the end user perspective and expert on all RPC and RSC case processing guidance. Serves as “go to” subject matter expert on USRAP.
- Understands refugee case processing data and assists RPC leadership and PRM colleagues to make data-based decisions regarding policy and to manage the USRAP case processing pipeline.

Required Technical and Professional Expertise
- Secret or TS/SCI clearance required
- A Bachelor’s degree from an accredited university or college or the equivalent combination of education technical training or work experience.
- Minimum of (5) years of progressive management experience
- At least five years of hands-on experience in work similar to that being supervised.
- Ability to prepare management business technical and personnel reports reviews and documents for internal and external use.
- Excellent verbal and written communication skills.
