Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Identifying, developing, or planning Program Life Cycle Cost Estimates (PLCCE), Independent Cost Estimates (ICE), and project estimates to present to Navy leadership; and address issues affecting the program of record such as strategic planning, financial reviews, etc., for program management/cost estimate reviews required by the Program Office.

Education
0801: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration For more information about EI and EIT registration requirements, please visit the National Society of Professional Engineers website at: http://www.nspe.org OR Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
1515:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
1520:
Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics. or Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. The total course work in either A or B above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.
1530:
- Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. or
- Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1107 of the National Defense Authorization Act for Fiscal Year 2014 authorizes the Secretary of Defense to recruit and appoint qualified candidates who possess a bachelor's degree to the Scientific and Engineering (S&E) positions, including technicians, in Department of the Navy (DON) STRLs identified in Section 1105(a) of the NDAA for FY 2010.
Generally, current Federal employees applying for STRL jobs must serve at least one year at the next lower grade level. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.
This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories.
The pay schedule and pay band for all Administrative Specialist/Professional Positions will be ND-1/2/3/4/5.
This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
This position is covered by the Department of Defense Priority Placement Program.
