Job Description

Senior Cyber Security Program SME

Position Description. Serve as the executive-level cybersecurity subject matter expert for the assessment, development, coordination, documentation, and monitoring implementation of a government agency’s enterprise cybersecurity strategy, policies, and procedures and cybersecurity fiscal investment portfolio.

Knowledge

-Expert knowledge in Federal cybersecurity policies and procedures, NIST 800 series, IEEE, and industry enterprise-level cyber security governance, best practices, and lessons learned.

-Expert knowledge in the processes and procedures to develop a proactive, risk-based approach for enterprise cyber security protections that insert security in all agency technology products, services and processes using predictive analytics and machine learning.

-Expert knowledge in the application of Section 508 of the Rehabilitation Act of 1973 (29 USC 794d) to all documentation in plan, implement, and monitor compliance of an agency’s cybersecurity strategy.

-Expert knowledge in the financial activities (procurement, upgrade) of cybersecurity equipment/platforms for a US government agency

Skills

-Collaborating with agency executive leadership and cyber/IT service community executives to guide implementation of the enterprise cybersecurity strategy and development of attentive cyber-awareness culture across the agency

-Collaborating with agency stakeholders, security personnel, security officers, departments and developing a comprehensive cyber security strategy to guide enterprise investment decisions for cyber security capabilities.

-Resolving GAO reports on agency cyber security findings through update, revision, and development of policies and programs to incorporate emerging technologies to advance the agency cyber security posture.

-Drafting, coordinating, briefing, and monitoring implementation of enterprise-level cyber security program strategies and cybersecurity materiel financial investment plans.

-Developing and accessing enterprise-level metrics for agency leadership to monitor implementation and compliance with cybersecurity governance.

- Identifying cybersecurity strategy, policy and procedure gaps, risks, and developing roadmap to enhance cybersecurity posture.

-Excellent communication, organizational, and problem-solving skills.

Experience

-10 years of demonstrated experience assessing, developing, and monitoring implementation of comprehensive cybersecurity strategies for US government agencies.

-Assessing enterprise cyber security investment portfolio, policies, procedures, technical controls, and agency cybersecurity training programs.

-Delivering recommendations and products to agency executive leadership that improve the effectiveness of enterprise funding/resourcing strategies to optimize the agency’s cybersecurity portfolio

Education

Bachelor Degree (Masters Degree preferred) in computer science, information technology, or similar field.

Security Clearance.

-Must have a reasonably capability to secure a Level 5 Public Trust with Suitability Determination and Background Investigation.

-Must have previously passed adjudicated fingerprint check.

-Must meet Homeland Security Presidential Directive 12 Policy for Common Identification Standard for Federal Employees, Office of Management and Budget Memorandum 05-24, Federal Information Processing Standards Publication Number 201, and Federal Acquisition Regulation subpart 4.13.

Travel. Limited travel (less than 10%)

Place of Performance. Primarily at contractor/home office with limited work at the agency facility in Bethesda, MD.

Full-Time Part time. Estimate up to 960 hrs/year (about 80-hrs/month)

Period of Performance. 1 year Base period (starting Jul/Aug 2023) and two 1-year option periods
