Job Description
The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.
The NYISO’s Finance department invites applications for a full-time Senior Settlements Analyst.
The Senior Settlements Analyst will perform and maintain complex settlements-related process analyses and create and maintain custom settlements-related software testing procedures. This individual will provide unique and complex settlements-related process analyses to support settlement rules and serve as subject matter expert and provide problem resolution on settlements issues. The Senior Settlements Analyst will also develop advanced software-based processing solutions.
 ESSENTIAL DUTIES and RESPONSIBILITIES
- Serve as lead departmental subject matter expert (SME) in the development and enhancement of settlements-related processes and perform associated User Acceptance Testing.
- Perform various development functions to support market design including:
- Providing direction and suggestions to Analysts who perform Finance Department User Acceptance Testing
- Participate in development cycle for settlements-related processes
- Develop settlements-related training for Market Participants
- Perform various development functions to support departmental processes including:
- Develop complex software-based processing solutions
- Perform complex and unique settlement result validation
- Develop and conduct settlements-related training for NYISO staff
- Perform complex analyses to support settlement rule and process development by breaking down and analyzing complex market transactions, power supplier and load serving entity payments/charges.
- Serve as departmental subject matter expert (SME) at departmental operations status meetings and to support Committees and Work Groups. Designated to conduct daily meetings in absence of supervisor and lead analyst.
- Perform periodic and ad hoc reports and analyses in support of the Finance function on issues relating to energy settlements, market related issues, and legislative/ regulatory matters in support of federal and /or state regulatory filings.
- Develop and deliver training presentations to market participants on settlement rules and procedures.
- Engage in discretionary acts and manual settlement calculations arising from DAC decisions.
- Provide technical expertise to NYISO General Counsel’s staff on settlement matters in dispute, arbitration and/or litigation.Â
- Respond to challenges to the work performed by Analysts. Determine when to escalate matters to legal counsel.
- Identify process documentation changes and provide information for documentation updates to Analysts and Associate Analysts.
- Compile, store and retrieve management data to support Process Development functions.
- Special projects as assigned.
- Provide technical leadership and mentoring to Analysts and Associates

QUALIFICATIONS:
- Bachelor’s Degree (BS, Accounting, Business, Economics or Finance preferred) required; Master’s Degree (MS, MBA) preferred.
- Seven years related analyst experience performing increasingly more complex and technical analyses, utility industry or market trading desired, using financial and accounting systems, NYISO or Market Participant experience a plus; or equivalent combination of education, training and experience.
ADDITIONAL REQUIREMENTS
- Advanced competency in Windows operating environment using MS Office applications, e-mail and internet programs. Intermediate proficiency in the Business Objects application required. Â Intermediate proficiency in PL/SQL a plus.
- Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.
- Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
- Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from Market Participants, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or Board of Directors.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, sit and use hands to perform routine office tasks. The employee is occasionally required to reach with hands and arms. The employee must occasionally lift and/or move up to 15 pounds. WORK ENVIRONMENTÂ
The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays. Â
