Praescient has extensive experience designing, developing, and integrating solutions for customers including the US Army, Special Operations Command (SOCOM), US Navy (USN), US Marine Corps (USMC), US Coast Guard (USCG), Department of Justice (DOJ), Drug Enforcement Administration (DEA), and Federal Bureau of Investigation (FBI), Immigration and Customs Enforcement (ICE), intelligence community, and local law enforcement agencies, among others.

To support the mission of the Offices of Inspectors General (OIG), the Pandemic Response Accountability Committee (PRAC) has established the Pandemic Response Center of Excellence (PACE) for the purpose of conducting data analysis and visualization; sharing leading practices; providing tools and services; and providing investigative intelligence. The mission of the PRAC is to promote transparency and conduct and support oversight of covered funds and the Coronavirus response to (1) prevent and detect fraud, waste, abuse, and mismanagement (FWA&M); and (2) mitigate major risks that cut across program and agency boundaries. As part of this mission, the PRAC works with Federal Inspectors General (IGs) to develop recommendations on measures to prevent or address fraud, waste, abuse and mismanagement; provides support in conducting investigations, audits, and reviews relating to the covered funds and Coronavirus response; and refers matters for criminal investigations.

Praescient Analytics is in search of a Solutions Architect to design and document a flexible data architecture and ETL plan for Azure ADLS and Synapse. Architecture should include cross-program lookup tables for all entities, individuals, and attributes, and include aggregate views to quickly summarize by program award and disbursement totals, along with other key fields identified by SBA OIG.

Primary Responsibilities:

• With the support of the SBA OIG Data Analytics Team and available documentation, review source data samples of source data extracts.
• Perform an initial data quality analysis on source tables to identify any abnormalities or inconsistencies.
• Design and document draft architecture and ETL plan for review by SBA OIG and stakeholders. Architecture should include cross-program lookup tables for all entities, individuals, and attributes, and include aggregate views to quickly summarize by program award and disbursement totals, along with other key fields identified by SBA OIG.
• Identify and document any potential risks or challenges for review by SBA OIG and stakeholders, including the identification of data types that may require non-standard transformation techniques, such as character fields with values greater than the allowed maximum in Azure Synapse.
• Provide efficient manipulation and transformation of selected data.

Required Qualifications:

• Must have five (5) years of hands-on experience designing and implementing cloud-based data analytics environments
• Must be able to demonstrate at least two (2) years of hands-on experience as an Azure cloud architect designing, implementing, and monitoring complex infrastructures.
• Demonstrate experience vetting and reengineering existing infrastructures with the ability to identify gaps and recommend detailed efficient transition plans.
• Must have expert experience producing detailed database and workflow documentation and diagrams.
• Bachelor's degree in a related field
