Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will act as the commander's agent on accounting, financial, and managerial issues, conducting quick response audits, audit readiness, consulting, risk management, liaison with external auditors, and ensuring audit compliance and follow-up.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position may require some Temporary Duty (TDY) travel – approximately 15%.
This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09 Specialized Experience: One year of specialized experience which includes: (1) Performing basic survey work to identify areas of concern and assist in defining audit objectives; (2) Analyzing routine accounting records to identify discrepancies and trends for further evaluation by higher-level auditors; (3) Providing administrative support by maintaining audit files, records, and documentation in compliance with organizational standards; and (4) Documenting audit processes and findings under the supervision of senior auditors to ensure compliance with standards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07)/(or equivalent).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in Accounting, Auditing, Finance, Public Administration (with a financial management/auditing focus), Business Administration (with Accounting/Auditing concentration) or other fields which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as financial management. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-11 Specialized Experience: One year of specialized experience which includes: (1) Developing lead sheets and audit plans to identify potential weaknesses in internal controls for further examination; (2) Identifying risks within programs and processes to support the development of audit scopes and focus areas; (3) Assisting senior auditors by gathering, organizing, and analyzing financial data for use in audit reports and recommendations; and (4) Summarizing audit findings in clear and concise reports to present results basic corrective actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)/(or equivalent).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in Accounting, Auditing, Finance, Public Administration (with a financial management/auditing focus), Business Administration (with Accounting/Auditing concentration) or other fields which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. GS-12 Specialized Experience: One year of specialized experience which includes: (1) Auditing managerial and financial systems to ensure accuracy, compliance with fiscal law, and alignment with organizational policies; (2) Advising leadership on audit compliance to ensure corrective actions are implemented effectively; (3) Developing solutions for unprecedented financial issues using professional judgment and advanced audit techniques; (4) Interpreting and applying fiscal laws and regulations to provide authoritative guidance for resolving accounting and operational issues; and (5) Training and/ mentoring lower-graded auditors by providing guidance on complex audit procedures and adherence to professional standards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11)/(or equivalent).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade- (GS-12), you must meet the qualification requirement using the basic requirement and experience alone-no substitution of education for experience is permitted.

Salary includes applicable locality pay or Local Market Supplement.
Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
Position is a GS-09 level with promotion potential to the GS-12. The position may be filled at either level GS-9, GS-11 or GS-12. If selected at the GS-09 level; noncompetitive promotion to the next grade level is authorized; pending time in grade requirements and demonstrated ability to perform at the next higher level grade duties.
Time-in-grade requirements do not apply to this Direct Hire Authority (DHA) position. However, All applicants, including those new to federal employment, must demonstrate 52 weeks of specialized experience equivalent to the next lower grade level in scope and complexity, even if gained outside of federal service. For individuals without prior federal employment, relevant specialized experience may include work performed in the private sector, military, or other non-federal settings, as long as it meets the requirements outlined in the job announcement.
