Summary
This position is assigned to the Fleet and Family Support Center (FFSC); Commander, Navy Region Europe, Africa, Central (CNREURAFCENT); Naval Air Station (NSA), Sigonella, Sicily. This position provides leadership, supervision, management, policy and program expertise for Fleet and Family Support Programs (FFSP). The FFSP is the Navy's primary agency for the delivery of an array of human services intended to enhance the stability and self-sufficiency of individuals and families.

Candidates must successfully complete a criminal history background check with no adverse information.
Must be able to obtain and maintain a Secret Security Clearance.
Frequent travel up to 50% may be required.
This position is emergency-essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority.
The incumbent or the designated alternate may be required to take part in readiness exercises.
the position is designated “key”, which requires the incumbent, or designated alternate, to be screened from military recall status.
Qualifications
Knowledge of advanced management and organizational principles and practices as well as a comprehensive knowledge of short and long range planning, programming and budgeting regulations, guidelines and processes.
Knowledge of Federal, DoD, DON, Office of the Chief of Naval Operations (OPNAV) and Commander, Navy Installations Command (CNIC) goals, principles, functions, policies, procedures, laws and regulations governing Navy Fleet and Family Support programs, including certification standards.
Knowledge of DoD, DON, United States Navy (USN) organizational structures, mission and family lifestyles.
Knowledge of Navy social/human service delivery systems, concepts, principles, and theories relating to one or more of the social or behavioral science fields.
Knowledge of Navy contract, Technical Assistant (TA) responsibilities.
Knowledge sufficient to manage a large and diverse program, preferably Navy, to include organizational development, implementation and evaluation.
Knowledge of Federal appropriation financial management to include budget development and execution, cost and profitability analysis, internal controls, audit systems, procurement, cost controls, performance control, tracking and facility management.
Knowledge of individual and group dynamics and motivation techniques to facilitate group action, execution and collaboration.
Knowledge of various automated data systems to develop improved data management schemes for efficiency and cost reductions, (e.g., Fleet and Family Support Management Information System (FFSMIS)).
Knowledge of state-of-the-art programs and project management tools and methods, current quality assurance and control programs.
Knowledge of contemporary human service principles, practices, and research methodologies and Local and Federal human service laws, programs, policies, and directives.
Knowledge of marketing practices of social service programs.
Knowledge of effective client service techniques and effective public relations processes.
Knowledge of CNIC's EEO policy and procedures.
Skill in team building, performance management and incentives, and business planning.
Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
Skill in negotiating with persuasive arguments and reconciling differing interests into consensus. Must apply innovative and effective management techniques in directing, guiding, and motivating large groups of people, optimizing performance and improving group productivity, resolving personnel and organizational conflicts and leading executive and political level policy makers on program issues.
Ability to manage programs and projects in a timely manner and accomplish objectives within resource constraints.
Ability to analyze a wide range of qualitative methods for the assessment, improvement and effectiveness of complex management programs, organizations and systems.
Ability to work with multi-command, multi-claimant programs.
Ability to supervise and manage a diverse group to accomplish FFSP missions and programs, often high profile and visibility with senior Navy/Government officials.
Ability to select and define significant issues within workloads and assignments, and to set priorities accordingly.
Ability to focus on achieving results on subjects/issues of most importance to the organization, the command, and the government.
Ability to develop and effectively deliver presentations and/or training.
Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
Ability to prepare correspondence, presentations, synopsis for Senior and Flag level managerial decision making on a variety of operational and program matters to explain, promote, identify or delineate problems/issues impacting program execution.
Ability to resolve problems/conflicts within and among various execution platforms and delivery systems.
Ability to perform the full-range of supervisory duties.
Ability to participate or lead the negotiations with Senior and Executive decision makers associated with contractors, regulatory agencies or other organizations on very significant, political and highly complex matters.
Ability to effectively communicate orally and in writing with a variety of agencies and organizations; to maintain cooperative and collaborative relationships with law enforcement, medical professionals, and senior personnel from commands; to function as a member of interdisciplinary teams and participate in collaborative discussions regarding assessment, prevention and intervention.
Education
A bachelor's degree or higher in behavioral or social science; or related disciplines appropriate to the position (e.g. Social Work, Marriage and Family Therapy, Psychology, Counseling, etc).
OR
4 years of experience in the behavioral or social sciences, equivalent to a major in the field.
OR
An equivalent combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Salary is dependent on experience and/or education.
