The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over supervisory or nonsupervisory installation SAPR personnel assigned to AFMC/A1Z. Employee must pass initial and periodic short notice drug testing. Employee may be required to work other than normal duty hours, to include evenings, weekends, holidays, and/or an on-call status. A bachelorโ€™s degree in a behavioral or social science; or related disciplines is highly desired; Four or more years of appropriate experience in either behavioral or social science equivalent is highly desired. Seven years of experience in victim assistance or advocacy within military or civilian sector with two as a SARC or SAPR VA is preferred; Supervisory or project management experience is highly desirable. This position has been identified as a position of public trust IAW DOD policy. All applicable personnel must have completed a Federal Bureau of Investigations fingerprint check and Defense Central Index of Investigations check (or equivalent military records, or State records check for National Guard Bureau). Personnel may proceed with obtaining D-SAACP certification once pre-screening requirements have been met and no adverse information or disqualifying conditions found. Personnel may not have a disqualifying condition as listed in DoDI 6495.03; Incumbent must obtain and maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoDI 6495.03 as a condition of employment. This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware. Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Standard for Professional and Scientific Positions. SPECIALIZED EXPERIENCE: Applicants must have have or will have within 120 days of closing this announcement, 1 year of specialized experience at the next lower broadband (NH-02) equivalent to the next lower grade (GS-11) or equivalent in the Federal Service for the NH-0101-03, Supervisory Sexual Assault Prevention and Response Specialist. Specialized experience must include administering, managing, developing, and implementing all aspects of a program. Experience interpreting and implementing policy and knowledge of the military, DoD, Sexual Assault Prevention and Response (SAPR) program, victim advocacy, or advocacy services. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Degree: behavioral or social science; or related disciplines appropriate to the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: That provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive and professional knowledge of a wide range of social science and social work principles, concepts, practices, and social service delivery related to victim advocacy and SAPR program management, budgeting, resource allocation, and strategic planning pertaining to sexual assault prevention and response. 2. Knowledge of safety and security regulations, practices, procedures along with Public Law, regulations, executive orders, etc. to include the DoD and DAF organizational structure, management policies, methods, and practices to improve installation level SAPR accessibility and relevance to the command mission relating to sexual assault/sexual harassment victim advocacy and related self-directed or interpersonal violence. 3. Skilled delivery of trauma-informed practices to provide tailored emotional support, ensuring victims feel respected, heard, and understood; Develops SAPR service networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals with extensive knowledge of on- and off- installation resources within the direct geographical region to offer each victim tailored and comprehensive referrals. 4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate staff along with formulate and conduct installation level SAPR program assessments and evaluations, identify issues, conduct research, analyze, interpret, and apply laws, regulations, and polices to summarize results and make appropriate recommendations to senior leadership. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate effectively, both orally and in writing, applying conscientious attention to detail, tact, and diplomacy during interactions with internal, external, and high-level officials during difficult and sensitive circumstances with skilled communication, including developing rapport and actively listening to establish and maintain effective working relationships with organizations and individuals to enhance victim support and assistance. IDEAL CANDIDATE: A bachelors degree in a behavioral or social science; or related disciplines is desired. Seven or more years of experience in victim assistance or advocacy within the military or civilian sector with two a a SARC or SAPR VA preferred. Supervisory or project management experience is highly desirable. Must be able to obtain and maintain a D-SAACP certification. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
