Summary
About the Position: Execute outreach efforts associated with the Corps of Engineers Formerly Utilized Sites Remedial Action Program, Defense Environmental Restoration Program and International and Interagency Support Programs. Provide outreach support to a diverse audience of stakeholders including elected officials, government agencies, citizen groups, property owners and media representatives on a number of high-profile, politically sensitive, and sometimes controversial projects.

Qualifications
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD to recruit and appoint qualified candidates to positions in the competitive service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-07-I have one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes: under normal supervision, preparing and distributing outreach or other products in response to programmatic initiatives; maintaining permanent record files and administrative record files; identify, analyze, and make recommendations to effectively implement the outreach program; develop public involvement plans and provide input to project delivery teams; prepare and deliver public presentations and meetings.
OR 1 full year of graduate level education or superior academic achievement
GS-09-I have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: under some supervision, preparing and distributing outreach or other products in response to programmatic initiatives; maintaining permanent record files and administrative record files; identify, analyze, and make recommendations to effectively implement the outreach program; develop public involvement plans and provide input to project delivery teams; prepare and deliver public presentations and meetings.
OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
GS-11-I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: preparing and distributing outreach or other products in response to programmatic initiatives; maintaining permanent record files and administrative record files; identify, analyze, and make recommendations to effectively implement the outreach program; develop public involvement plans and provide input to project delivery teams; prepare and deliver public presentations and meetings.
OR
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. One year trial/probationary period may be required.
