Summary DCSA's Federal Investigative Records Enterprise (FIRE) Team is looking for a Supervisory Investigations Contract Analyst is responsible for but not limited to a range of duties including the development, oversight and management of support contracts to perform personnel background investigations while delivering products and services with excellent quality and timeliness. The incumbent will be required to report to the office on a routine basis. If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement. This position may entail working occasional overtime on weekday evenings and/or weekends. Flexibility to work a fixed work schedule for indefinite periods of time is required. Travel is required to coordinate with contractors or organizations, or for attendance at meetings, seminars and other activities. The work may involve some occasional lifting. There are no unusual physical demands in this position. The work is performed in an office setting in a semi-isolated converted underground limestone mine where immediate access to the "outside" is restricted. Qualifications The experience described in your resume will be evaluated and screened from the Office of Personnel Management's (OPMs) basic qualifications requirements. See: General Inspection Investigation Enforcement and Compliance Series 1801 for OPM qualification standards, competencies and specialized experience needed to perform the duties of the position as described in the MAJOR DUTIES and QUALIFICATIONS sections of this announcement by 12/23/2024 Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Serving as a Contracting Officers Representative to manage contract procedures, deadlines, milestones and assesses contract performance for a personnel vetting agency. Overseeing acquisition planning, contract types, contracting methods, source selection procedures, contract administration and contract management requirements for major investigative contracts. Reviewing federal investigations Laws, executive orders and internal investigations policy, processes and procedures. Applying national security and personnel suitability policies and regulations to ensure administrative management of investigative standards to the personnel vetting process Specifically you will be evaluated on the following competencies: 1. Contract Administration- Organize work, set priorities, monitor progress, evaluate outcomes, and determine resource requirements for project accomplishment; oversee, negotiate, review, and interpret contracts and grants to monitor activities, and ensure compliance with agreement requirements. 2.Policy Coordination- The practice of collecting, analyzing, and using information to reach a consensus of understanding and collaboratively align compliance with existing or proposed policies, regulations, Directives and Instructions. 3. Information Management- Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems. 4. Technical Competence- Uses knowledge that is acquired through formal training or extensive on the job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues 5. Problem Solving- Identifies solutions to problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives; and to make recommendations. 6. Leadership- Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. 7. Communicate- (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
