Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQ US Army Pacific, Office of Operational Intel, HQ Section, Fort Shafter, HI 96858 Learn more about this agency Requirements Conditions of Employment Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI). In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. May require Temporary Duty (TDY) travel up to 25% of the time. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: 1) Planning and monitoring security efforts to support security and intelligence functions involved in the protection of classified and controlled unclassified information. 2) Managing, planning, and executing of two or more of the following: Information Security, Industrial Security, Personnel Security, Physical Security, Sensitive Compartmented Information (SCI), Foreign Disclosure, and Security Education and Training & Awareness (SETA). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. You will be evaluated on the basis of your level of competency in the following areas: Communications Program Security Security Program Management Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. Additional information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Position has been identified as being a Key Position under the provisions of AR690-11, Use and management of Civilian Personnel in Support of Military Contingency Operations. A key position is defined as any Army position that cannot be vacated during a national emergency, or mobilization without seriously impairing the capability of their organization to function effectively. Because of the essential nature of these positions, the Secretary of the Army, or his/her designee, shall designate such positions as Key positions and shall require that they not be filled by Ready Reservists or military retirees with recall obligations. Prior to occupying the position, Civilians must be exempted from recall to active duty of Reserve or retired military obligations. This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within first two years of employment. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
