Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Police Officers to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: You will perform law enforcement work to maintain law and order, preserve the peace, and protect life and civil rights within the jurisdiction of a military installation.

  • One year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires you to be screened for applicable immunizations or pre-existing immunity.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program. Must sign DA Form 5019 acknowledging both pre-appointment and periodic random drug testing requirements.
  • Hours of work are subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Incumbent must Successfully graduate from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General.
  • Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
  • Incumbent must meet the requirements of AR 190-56: Successfully pass a pre-employment and recurring medical / psychiatric evaluation.
  • Incumbent must meet the requirements of AR 190-56: Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.
  • Incumbent must meet the requirements of AR 190-56: Comply with and maintain the requirements of the Individual Reliability Program (IRP).
  • The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Incumbent must possess a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property and includes performing investigations; performing bicycle, vehicle, or foot patrol duties; resolving conflicts using standard police procedures; responding to vehicle accidents, gathering and analyzing facts, preserving evidence, preparing diagrams, or interviewing witnesses and persons involved in investigations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.

NOTE: Federal law requires removal of federal law enforcement officers convicted of felonies. The Omnibus Federal Budget Bill for Fiscal Year 2001 (Public Law 106-554) includes a provision that imposes requirements on federal agencies, including DoD installations, that employ law enforcement officers. The provision, which is in Section 639 of PL 106-554, requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony after the law takes effect. Felony convictions that occurred before the new law takes effect are not included in this requirement; only new convictions will trigger the requirement. The law went into effect on January 20, 2001.

Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
  • For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits. If you believe you may be affected by these laws and agreements, you should familiarize yourself with relevant information and direct questions concerning a specific country (Foreign Duty Location) to the appropriate Army Human Resources point of contact prior to the acceptance of employment and your entrance on duty.
  • This is an Installations Career Field position.
  • The initial length of this overseas tour is 24 months.
