Summary This position is located in the Web, Marketing, and Communications Division (WMC), Office of Patent Information Resources (OPIR), Office of Information Technology for Patents (OITP), Office of the Commissioner for Patents, U.S. Patent and Trademark Office (USPTO). Web, Marketing, and Communications Division (WMC) provides marketing and outreach services to facilitate greater understanding and knowledge of policy development and implementation of the various programs and applications. OPM Qualifications Standards are available at Information Technology (IT) Management Series 2210 (Alternative A) (opm.gov) Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For the GS-12: For this position, the next lower grade level is a GS-11 or equivalent. Specialized experience for this position includes: Providing technical skills in the development and interpretation of (Internet/Web) policies and procedures; having knowledge of Internet service concepts and best practices, interrelationships of multiple IT disciplines, and project management principles sufficient to provide technical advice, guidance, and recommendations. Advanced skill and experience in Microsoft's SharePoint, SharePoint Designer, Power Platform (PowerApps, PowerAutomate, PowerBI), and custom SPFx WebParts to provide hands-on expertise in web coding and development, administration, maintenance, and technical and operational support of various SharePoint projects and programs, with assistance from senior staff on advanced issues. Also developing Web Code and utilizing IT platforms and advanced skill in development languages such as JavaScript, JSON, jQuery, AJAX, REST, AngularJS, NodeJS, TypeScript, C#, Bootstrap, HTML/HTML5, XML, LESS, SASS, CSS, and ASPX, with guidance from senior developers on the most complex coding challenges. For the GS-13: For this position, the next lower grade level is a GS-12 or equivalent. Specialized experience for this position includes: Providing technical expertise and leadership in the development and interpretation of (Internet/Web) policies and procedures; having knowledge of Internet service concepts and best practices, interrelationships of multiple IT disciplines, and project management principles sufficient to provide expert technical advice, guidance, and recommendations. Mastery skill and experience in Microsoft's SharePoint, SharePoint Designer, Power Platform (PowerApps, PowerAutomate, PowerBI), and custom SPFx WebParts to provide day-to-day hands-on expertise in web coding and development, administration, maintenance, and technical and operational support of the various SharePoint projects and programs, with minimal assistance from senior staff on the most advanced issues. Also developing Web Code and utilizing IT platforms and advanced skill in development languages such as JavaScript, JSON, jQuery, AJAX, REST, AngularJS, NodeJS, TypeScript, C#, Bootstrap, HTML/HTML5, XML, LESS, SASS, CSS, and ASPX, with minimal guidance from senior developers on the most complex coding challenges. In addition to meeting the specialized experience requirements, you must have IT-related experience demonstrating these competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education If this position requires proof of higher education, or you are substituting education for experience, you must submit an unofficial transcript or a list of courses that includes the following information: name of accredited institution, grades earned, completion dates, and quarter and semester hours earned. Education completed in foreign colleges or universities may be used to meet the requirements. Please refer to General Schedule Qualification Policies for more information. You are not required to submit official documents at this time; copies are sufficient. Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website - US Department of Education. Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES) website. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application.
