Summary

The primary purpose of this position is to perform work involving on-site inspection of construction or monitoring and control of construction operations. Positions in this occupation require applying: practical knowledge of engineering methods and techniques; knowledge of construction practices, methods, techniques, costs, materials, and equipment; and the ability to read and interpret engineering and architectural plans and specifications.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. To qualify you must possess one of the following:
Specialized Experience: (for positions at GS-4 and above): Examples of qualifying specialized experience include:
  • Engineering aid or technician or surveying technician performing work directly related to construction.
  • Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
  • Supervisor of craftsperson's, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the experience relevant to this position.

GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
  • Overseeing the planning, coordination, and execution of construction projects, including managing budgets, timelines, and compliance with technical specifications and safety regulations.
  • Managing construction contracts, including preparing contract modifications, negotiating changes with contractors, and ensuring compliance with contractual terms and industry standards.
  • Reviewing design plans, construction specifications, and project feasibility studies, with a focus on identifying potential issues and recommending practical solutions.
  • Conducting on-site inspections of construction projects to ensure adherence to project specifications, safety standards, and quality requirements.
  • Analyze complex construction issues, propose modifications, and develop innovative solutions to unforeseen challenges during the project lifecycle.
  • Working with diverse teams, including architects, engineers, contractors, and government representatives, to coordinate project efforts, resolve conflicts, and ensure alignment with project objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-12 level.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
