You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-05.
Specialized experience for this position includes:
1. Experience applying financial management and/or accounting practices, procedures, regulations, precedents, policies, and guides.
2. Experience utilizing automated accounting systems, administrative support systems, such as payroll, procurement, revenue and governing regulations and practices.
3. Experience communicating technical guidance to managers, employees and/or customers.
OR You may substitute education for specialized experience as follows:
Successfully completed at least 1 full year of graduate level education directly related to the work of the position. (18 semester hours, 27 quarter hours or equivalent) in an accredited college or university.
OR
Have a bachelor's degree AND meet one of the following requirements for superior academic achievement:
a.) A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study,
OR
b.) A GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study,
OR
c.) rank in the upper one third of the class in the college, university, or major subdivision,
OR
d.) membership in a national honor society recognized by the Association of College Honor Societies.
OR
You may qualify on a combination of education and experience.
To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education may be substituted for experience for this series and grade as identified in the qualifications section in this vacancy announcement.
