The position is located in the Bureau of the Fiscal Service (Fiscal Service); Executive Director, Administration Resource Center (ARC); Assistant Managing Director, Service Delivery; Division of Procurement Services (DPS) Learn more about this agency Requirements Conditions of Employment A one year probationary period may be required. Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years. Public Trust - Background Investigation will be required. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Must be U.S. Citizen or U.S. National Qualifications You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your résumé. You must hold an active certificate in either the legacy FAC-C Level III in Federal Acquisition in Contracting (FAC-C), legacy DAWIA Level III in Department of Defense (DOD), FAC-C Professional, or Department of Defense (DoD) Contracting Professional. Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as planning, organizing, and carrying out all phases of contracts related to the procurement of supplies and services in support of an operational mission. Examples of such experience could be: - Conducting acquisition planning; OR - Purchasing or administering services in accordance with procurement laws, regulations, and processes.; OR - Negotiating pricing analysis; OR - Executing contractual agreements. Education Education Requirements: Basic requirements for the GS-13 is as follows: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the work of the position. AND B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
