This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service. About this position: This position serves as the Visitor Control Officer at Radford, VA. Learn more about this agency Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position is subject to Drug Abuse Testing Program requirements. This position is subject to the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968. Shift work is required, and overtime as needed. This may include nights, weekends, and holidays. Must be willing and able to perform “on-call” work as necessary. Must be able to obtain and maintain a valid state/government driver’s license. Undergo and pass annual physical examination. Graduate from a 9-week U.S. Army Military Police School (USAMPS) Dept. of Army Civilian Police Academy. Pass entry-level and annual re-certification of Department of Army Police Physical Agility Test (PAT). Perform and pass a weapons qualification test and maintain required regulatory certifications (e.g.; use of pepper spray, baton handling, smoke/percussion grenade use, less than lethal, TASER, shotgun, etc). Maintain certification on the following law enforcement systems: NCIC-III, Incident Command System (ICS), and Army Law Enforcement Reporting and Tracking Systems (ALERTS). Obtain and maintain certification to operate the NCIC-III terminal. Be able to operate in chemical protective (CBRNE) gear for extended periods of time. Obtain and maintain certification of a RADAR (speed control) device. Pass a semi-annual written Use of Force examination. Wear a uniform and regulatorily required associated gear (to include body armor). Be able to obtain and maintain an Individual Reliability Program certification. A medical screening/examination is required (in accordance with Army Regulation 190-56, Appendices B and C); immunizations are required. Must be able to pass an annual physical agility test to standards published in AR 190-56. Maintain a level of fitness sufficient to perform physically demanding and occasionally arduous tasks expected in a force protection/law enforcement first responder environment. TDY travel may occasionally be required. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes; 1. Enforcing military, federal, state, local criminal, traffic, and/or motor vehicle laws and regulations; 2. Controlling access to restricted areas by verifying credentials; and 3. Gathering information and facts pertinent to an investigation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. Education This job does not have an education qualification requirement. Additional information About the Position: This position is with the Joint Munitions Command located at Radford, VA. This position serves as the Visitor Control Officer (VCO) on duty for the Ammunition Plant. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) Physical Security and Law Enforcement Career Field position. Salary includes applicable locality pay. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. Relocation Incentive/Recruitment Incentive/Advance In-hire/Advanced Leave Accrual may be authorized if found to be in the best interest of the government. This position may offer a recruitment incentive to individuals who are newly appointed. You are considered newly appointed if this is your first appointment as a Federal Government civilian employee or if you have a minimum of a 90 day break in service from a previous Federal civilian position. You may qualify with a break in service of less than 90 days only if your previous Federal civilian appointment was a time-limited or NOT a permanent appointment. This bonus requires a service obligation. If you fail to serve the specified period, you may be subjected to repay the agency recruitment incentive. This position may offer a relocation incentive for current Federal Government civilian employees. This incentive requires a service obligation. This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
