Summary This position is located in the United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resource Conservation Services (NRCS), Office of the State Conservationist, Snow Survey Data Collection Office (DCO). The incumbent serves as the Data Collection Officer (DCO) on the Snow Survey staff assisting in managing Snow Survey components for the state. Basic Education Requirement: Degree: Completion of all requirements for a bachelor's or higher degree in physical or natural science, or engineering, that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. Coursework must have included at least 6 semester hours in calculus (including both differential and integral calculus) and at least 6 semester hours of in physics. Calculus and physics, as described above, are requirements for all grade levels (Must provide transcripts.); OR Combination of Education and Experience: A combination of education and experience that has provided the knowledge, skills and abilities equivalent to that gained through a bachelor's degree in an appropriate field of study. The education must have included: at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-11Specialized Experience at the GS-11: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Gathering hydrologic data to be distributed to staff and stakeholders; Providing technical assistance for stream flow or reservoir data analysis; Assisting in providing hydrologic technology to develop snow survey products; Working with hydrologic field personnel on data collection site installation. OR Substitution of education in lieu of specialized experience: Must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in hydrology or other directly related discipline. GS-12 Specialized Experience at the GS-12: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties: Preparing hydrologic analysis to be distributed to staff and stakeholders Writing narrative interpretations for water management decisions; Developing or modifying hydrologic river or stream forecast procedures and water supply forecast products and services; Utilizing hydrologic technology to disseminate snow survey products; Assisting in leading hydrologic field personnel on data collection site installation and maintenance.
