Summary This position is located at State Headquarters, Camp Mabry, Austin, Texas, and serves as a program coordinator for the Command Administrative Officer (CAO), and as the State Policy Officer. Primary responsibilities include monitoring the implementation and execution of various Army National Guard (ARNG) programs and assisting in matters inherent to Command Administrative Office operations. Must be able to obtain and maintain a Secret security clearance within 12 months of appointment. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. May occasionally be required to work other than normal duty hours. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14calendar days per year unless otherwise approved in advance by the TAG. Minimum Qualification Requirements: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. Specialized Experience: To qualify at the GS-11 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following: One year of specialized experience equivalent to at least the next lower grade level (GS-09). Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. -OR- Ph.D. or equivalent doctoral degree, -or-, 3 full years of progressively higher level graduate education leading to such a degree, -or- LL.M., if related -OR- A combination of education and specialized experience totaling 100 percent computed by dividing total months of experience by 12, then dividing the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18 and adding the two percentages together. Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown above meets the requirements for positions at GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. Education Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown below meets the requirements for positions at GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Ph.D. or equivalent doctoral degree -or- 3 full years of progressively higher level graduate education leading to such a degree -or- LL.M., if related.
