Qualifications In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must include one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT related experience demonstrating this competency includes: Exercising judgement, originality, and resourcefulness in ensuring that systems and services are developed and delivered in accordance with customer requirements and current technology. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency includes: Defining information technology (IT) client requirements for information systems and services based on analysis of business needs. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency includes: Presenting controversial and critical observations to senior leaders to recommend changes in information systems and IT architecture. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency includes: Negotiating problem resolutions with resource providers and project sponsors to resolve issues impacting project schedule, cost, or scope. In addition to demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying, developing and deploying information systems into an adaptive, enterprise-wide, integrated uniform business system; 2) Providing authoritative advice and expertise in areas of Information Technology (IT) Portfolio Management , Information Management (IM) Strategic Planning, and capital planning and investment strategies; 3) Standardizing, aligning, synchronizing and developing IT frameworks to link systems, applications, processes and multiple users; and 4) Functioning as project manager to initiate, plan, execute, monitor , control and close complex IT related projects. This designation requires the incumbent to: 1. Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF work role(s) and proficiency level(s). An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor.
