Summary
GAO is an independent, nonpartisan, legislative branch agency that advises Congress on ways to make the federal government more efficient and effective. GAO's Office of the General Counsel (OGC) employs about 180 attorneys who carry out a range of legal functions in support of GAO's mission. OGC is hiring 2Ls or 2L equivalents for its paid 2025 Summer Associate Legal Honors Program, which may lead to offers of permanent employment for entry-level positions for the fall of 2026.

Additional information
- Summer Associates join us for 10-12 weeks and have an opportunity to rotate through two teams in OGC, typically including one engagement counsel team and either a decision-writing team (Appropriations Law or Procurement Law) or Legal Services. These roles are described under the Duty section of this vacancy.
- Each rotation is expected to result in a written product and to provide participants with opportunities to demonstrate their core legal skills, such as legal research, writing, and the oral presentation of legal content.
- Summer Associates participate in a rigorous training curriculum over the course of the summer that provides them with an introduction to the wide range of legal roles carried out by GAO attorneys.
- Through shadowing opportunities, Summer Associates are further exposed to a broad range of OGC's legal work, which helps candidates determine whether GAO is the right place for them to begin their legal careers.
- Summer Associates who successfully complete the program may receive offers of full-time employment and have the opportunity to join GAO as an entry-level attorney participating in our robust Attorney Development Program in the fall of 2026.
VETERANS' PREFERENCE: There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, GAO considers veterans' preference eligibility as a positive factor in hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation (e.g., the DD 214, Certificate of Release or Discharge from Active Duty and other supporting documentation) to their submissions. Although the "point" system is not used, per se, applicants eligible to claim 10-point preference must submit Standard Form (SF) 15, Application for 10-Point Veterans' Preference, and submit the supporting documentation required for the specific type of preference claimed (visit the OPM website, www.opm.gov/forms/pdf_fill/SF15.pdf for a copy of SF 15 which lists the types of 10-point preferences and the required supporting document(s)). Applicants should note that SF 15 requires supporting documentation associated with service-connected disabilities or receipt of nonservice-connected disability pensions to be dated 1991 or later except in the case of service members submitting official statements or retirement orders from a branch of the Armed Forces showing that his or her retirement was due to a permanent service-connected disability or that he/she was transferred to the permanent disability retired list (the statement or retirement orders must indicate that the disability is 10% or more.
