Job Description
The Center for the Biomedical Advanced Research and Development Authority (BARDA) provides an integrated, systematic approach to the development of the necessary vaccines, drugs, therapies, and diagnostic tools for public health medical emergencies such as chemical, biological, radiological, and nuclear (CBRN) accidents, incidents and attacks; pandemic influenza (PI), and emerging infectious diseases (EID).
Together with its industry partners, BARDA promotes the advanced development of medical countermeasures to protect Americans and respond to 21st century health security threats.
The person in this role will:Â
Oversee all technical and functional activities necessary for the successful management of the SOW.
The PM shall provide sufficient and timely support and assurance that all aspects of the contract are performed efficiently, accurately, timely, and in compliance with the requirements of the SOW.
The PM shall ensure that a project management approach inâkeeping with Federal and industry best practices is developed, implemented, and maintained for planning, organizing, managing, documenting, and closeout of all task orders awarded throughout the life of this requirement.
Manage all performance under this, and all subsequent task orders, at all levels.
Manage all staff (recruitment, retention, On and Offâboarding, performance etc.) hired in both Onsite and Offsite capacities under this contract.
Manage all Consulting ODC hires directed by USG.
Track and account for all Government Furnished Equipment (GFE).
Provide leadership and guidance to Contractor staff hired to support BARDA. This includes appropriate training on working with the USG, BARDA, its processes, and Program/Contract management.
Ensure the Contractor is compliant with all requirements of the SOW.
Advise the COR on any means to improve operational and performance efficiency.
Coordinate routine meetings with Contractor staff to address ongoing performance.
Identify and report any Contractor performance issues to the COR and CO/CS in timely manner any Contractor performance issues to the COR and CO/CS.
Ensure quality control of all services and deliverables provided under this SOW.
Partner with the Travel Manager to ensure all travel meets all requirements of this SOW.
Work with Contractorâs budget office to ensure all invoices are submitted accurately and timely.
Qualifications
The PM shall have extensive experience successfully managing contracts of similar type, scale, and scope for either the Federal government or industry. No additional consideration will be provided to PM candidates that have a PMP certification, as extensive and successful work experience is of greater value than an industry pass/fail certification.
Minimum of 10 yearsâ experience managing Federal contracts of similar type, scale, and scope.
Bachelorâs or higher degree in Project/Program management, Business Management, or related scientific fields.
Extensive knowledge and experience in personnel management.
Knowledge and experience working on Federal contracts that include both labor and ODCs.
Experience with performance assessment and corrective measures experience with risk management, mitigation, and quality control.
