Summary

This position serves as an Environmental Protection Specialist for the Office of Airports (ARP), Eastern Regional Airports Division in support of the Airport Improvement Program (AIP). The Planning and Programming Branch serves as the principal Federal Aviation Administration (FAA) organization responsible for all airport program matters in environmental compliance, and noise abatement.

Qualifications

Specialized experience is experience which is in or directly related to the line of work of the position to be filled and has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must be at least equivalent to the next lower grade or band level in the normal line of progression for the occupation in the organization.

To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-10-12 levels. Examples of specialized experience include: 1) Experience in reviewing or developing environmental documents such as Environmental Impact Statements (EIS), Environmental Assessments (EAs), or Categorical Exclusions (CATEX).

To qualify for this position at the FV-J level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples of specialized experience include: 1) Synthesizing the written work products across a wide variety of environmental disciplines. 2) Editing technical documents, and writing for a wide audience so that complex issues can be conveyed to the general public. 3) Overseeing the environmental regulatory process, including scoping, public participation and public notice and the ability to communicate this process to others. 4) Reviewing integrated noise modeling and/or establishing noise contours. 5) Reviewing air quality assessments. 6) Reviewing historic/architectural/cultural reviews, Endangered or Threatened species reviews, and/wetlands delineations and mitigation measures.

In addition to the minimum qualifications, the following has been determined to be a selective factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position.   • Experience with NEPA review and development of environmental documents for state or the FAA aviation related projects. This includes Environmental Impact Statements (EIS/ROD) Environmental Assessments (EA/FONSIs) and Categorical Exclusions (CATEX).

These duties are affected by the Supervisor's willingness to delegate higher graded duties and incumbent's capacity to perform the duties. Therefore, the indication of maximum grade is to be considered neither guarantee nor a commitment that the position will so develop.

The selection to a time-limited appointment under this external hiring authority does not afford the employee eligibility for noncompetitive conversion to a permanent excepted service appointment. Additionally, selection does not provide the employee eligibility to apply for and compete for permanent internal assignments in accordance with EMP-1.14, Permanent Internal Assignments.
