Job Description

The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The NYISO’s System & Resource Planning department invites applications for a full-time Manager, Interconnection Coordination.   

The Manager, Interconnection Coordination will oversee the coordination, project management, and administration for the interconnection process. As the primary point of contact for the Interconnection Projects team, the Manager of Interconnection Coordination provides expert input and guidance to Developers regarding engineering issues and process complexities. Manage coordination of interconnection queue and interconnection Portal with developers and transmission owners in accordance with the NYISO OATT.  Manage assigned personnel who develop and track schedules for the studies and related tasks and provide status reports to management as requested.  Communicate and coordinate with developers and transmission owners through the study process. Coordinate all aspects of the interconnection process across NYISO departments with External Affairs, Finance, and Legal involved in the administration and performance of the studies as necessary and appropriate.  Also support various other NYISO and departmental projects and activities as required.
ESSENTIAL DUTIES and RESPONSIBILITIES

  • Represent Interconnection Projects team as a Subject Matter Expert in the interconnection process to the NYISO Organization and its stakeholders.
  • Provide expert engineering guidance to interconnection developers as issues arise
  • Oversee the administration and process management of interconnection process including tracking and reporting of studied projects’ status
  • Assist in NYISO’s efforts to enhance the interconnection process with stakeholders, e.g., developers, DPS, NYSERDA, and joint utilities to ensure the success of the interconnection process.
  • Assist in developing and reviewing revisions of NYISO tariffs and manual related to interconnection process, including representing at NYISO stakeholder discussions. Provide expert affidavits for various FERC initiatives as needed
  • Prepares meeting agendas, timelines and schedules for department projects and activities consistent with deadlines and available resources.
  • Assesses the department and team practices and priorities to meet deadlines.  Establishes revised procedures to comply with the current state of affairs.  
  • Maintains proper records. 
  • Analyzes the job duties and responsibilities of the staff and determines the proper relationship to the assigned workload.
  • Determines processes for data collection and retrieval to meet department/project needs.
  • Independently administers projects and presents information to department staff and NYISO leadership as necessary.
  • Prepares, interprets and issues departmental policies and procedure manuals for internal and external communications.
  • Anticipates issues, provides and implements solutions.
  • Conducts annual performance reviews of assigned staff.

Qualifications include:

  • Bachelor’s degree in Electrical Engineering required with a focus on electric power preferred; Master’s degree desired.
  • A minimum of Seven years related power industry experience required with specific experience in transmission planning studies and/or generation interconnection studies.
  • Three years of supervisory or other leadership experience helpful. 
  • Experience with power system planning and/or design, power system studies (e.g. power flow, stability and/or short circuit studies) or equivalent combination of education, training and experience.
  • A basic knowledge of standard business practices (e.g., contracts, accounting, etc.) is desirable.
  • Solid communication and people skills needed, or equivalent combination of education, training and experience.


ADDITIONAL REQUIREMENTS

  • Ability to read, analyze and interpret pertinent technical and business documents and documentation including: technical study reports, tariffs and agreements, reliability standards, study procedures and guidelines, maps and diagrams. Ability to write technical and business documents using standard techniques and style.  Ability to communicate effectively about technical and business topics with management, interconnection customers, Transmission Owners, other market participants, and consultants.
  • Understanding of electric power generation and transmission concepts, equations and parameters.  Ability to apply basic business/accounting concepts such as budgets, to perform calculations such as proportions, percentages, present worth, compound interest, inflation rate, etc.  Ability to apply concepts of algebra and geometry.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs.  Knowledge of various software programs helpful, particularly electric system analysis software and planning tools such as power flow, transient stability, short-circuit, and/or optimal power flow.


PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, sit and use hands to perform routine office tasks. The employee is occasionally required to reach with hands and arms. The employee must occasionally lift and/or move up to 15 pounds. WORK ENVIRONMENT
The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.
