Job Description

The Program Manager will oversee a team of four Resource Navigators conducting intake and referring and assist clients to resources and public assistance programs. This is a full-time 12-month long position. 

 

We require all employees to comply with our Mandatory Vaccination Policy. As a condition of employment individuals will be asked to provide proof of compliance.

Key Responsibilities

  • Manage a highly dynamic team servicing a large and diverse client pool
  • Collaborates with other departments, leaders across the organization and other partners in the administration of the program 
  • Assist clients with applications to public assistance programs such as FEMA Individual Assistance, Cal Fresh, Medi-Cal, etc. 
  • Work closely with program staff to provide a continuum of services 
  • Works with internal/external stakeholders to maintain and further develop program growth, community outreach activities, as well as relationship building and maintenance. 
  • Plans, develops, coordinates, and organizes resources to meet program objectives; may be responsible for identifying program participants. 
  • Creates and fosters a collaborative and positive relationship building dynamic with internal staff and external agencies/organizations. 
  • Responsible for developing and implementing any applicable education, training, on-boarding and/or mentorship of staff 
  • In conjunction with leadership, responsible for planning and managing program fiscal budgets and financials. 
  • Ensures compliance with grant guidelines, and local, state and federal laws 
  • Maintains staff and program compliance with organizational policies and procedures. 
  • Researches, gathers, organizes and summarizes data for evaluating performance of program or other program operations. 
  • Develop, evaluate, recommend and implement procedures for data collection, management and quality control. 
  • May analyse data for trends or conclusions and presents results and recommendations to senior leadership. 
  • Represent CORE at selected community events 
  • Other duties as assigned 

Travel

  • Travel within Los Angeles County, including to CORE’s headquarters in the City of Los Angeles’ Chinatown District 

Qualifications

  •  Bachelor’s degree in related field (master’s preferred) or ten years’ experience in resource navigation or equivalent experience 
  • Minimum of 2 years of experience managing teams of 4 or more 
  • Minimum 5 years in experience in resource navigation and/or case management, preferably in the public or non-profit sector 
  • Demonstrated experience working families from diverse age, cultural, ethnic and socioeconomic backgrounds 
  • Demonstrated experience with data management and coordination 
  • Demonstrated experience in identifying and developing partnerships with organizations to meet needs of low-income clients 
  • Demonstrated experience in FEMA and/or Small Business Administration (SBA) programs and applications a plus 
  • Excellent leadership skills 
  • Ability to work independently and as part of a team 
  • High EQ; demonstrated success in managing diverse teams
  • Excellent written and verbal communication skills 
  • Proficient in MS Office applications 
  • Work proactively with little supervision 
  • Flexible and adaptive to a frequently changing environment 
  • Strong project management, leadership and organizational skills 
  • Close attention to detail and a high level of accuracy 
  • Bilingual in English and Spanish (or another language) is highly desirable
