You will serve as a QUALITY ASSURANCE SPECIALIST (AIRCRAFT) in the Naval Air Systems Command (COMFRC) of FRC WESTPAC DET IWAKUNI.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations. You will be required to obtain and maintain a U.S. Passport.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Subject to change in shift assignment on a regular basis. Must drive a vehicle in the course of work. A valid state driver's license and maintenance of a valid Status of Forces Agreement (SOFA) license is required once the person reports aboard.
  • May be required to perform Aircraft Battle Damage Repair (ABDR) on aircraft deployed at forward land bases under hostile conditions.
  • May encounter extremely hot, cold, and/or humid conditions on shipboard or remote locations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: maintaining and improving quality and reliability assurance associated with an integrated maintenance program depot level maintenance and in service repair of air weapons systems.

Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

Experience

General Experience (for GS-5 positions): Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships.

Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:

  • Reviewing production activities and capabilities in light of contract quality requirements.
  • Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
  • Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
  • Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
  • Identifying inadequacies and requesting corrective action.
  • Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
  • Investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities.
  • Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
  • Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

I have successfully completed a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position.

I have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position.

Additional Information:
Incumbent of this position must be physically and mentally able and willing to travel on short notice to whatever location is required. A normal temporary duty (TDY) tour is 90 days. Irregular and extended shifts may be required.

(1) Must be physically and mentally able to pass NAVOSH and Chemical Biological Warfare (CBR) requirements and maintain personal grooming required in order to wear safety and emergency equipment during all hours of work.
(2) May be required to fly in U.S. Navy aircraft to and from aircraft carriers. This may require arrestment recovery and catapult launching from the carrier deck. In addition must be physically capable of exiting through small overhead escape hatches, wearing full emergency survival equipment, in the event of a crash landing or ditching at sea.
(3) Must be physically able to transfer between ships by helicopter and surface craft. Transferring by helicopter may require lowering individual to the deck by aircraft hoist. Transferring by surface craft requires descending and climbing rope ladders at shipside in tossing seas. Subject to pitching and rolling decks, this could result in motion sickness in some individuals.
(4) May be required to perform Aircraft Battle Damage Repair (ABDR) on aircraft deployed at forward land bases under hostile conditions.
(5) When deployed aboard Naval ships, incumbent must be physically capable of reacting to constant ship alerts or drills. In the event of an emergency, must be physically capable of escaping explosion of fire, and must be capable of abandoning ship, if directed, by climbing or
(6) May encounter extremely hot, cold, and/or humid conditions on shipboard or remote locations.
(7) Shall be required to use Government designated quarters when available in accordance with applicable regulations, during TDY and transiting. Quarters in an overseas environment and aboard ship are usually small and may be shared with other military and civilian personnel.

The location of depot facilities and ISR assets are widely dispersed in the OCONUS area. The incumbent will be required to perform ISR responsibilities on deployed OCONUS aircraft both shipboard and in the field. In order to deploy, the incumbent will be required to meet the medical standards imposed by the Combatant Commander (COCOM) and/or DoD Instruction applicable to the mission area in which they deploy. The incumbent in this position must pass a pre-employment physical exam and, during employment at FRCWP, must maintain medical fitness, on an annual basis, for deployability to FRCWP mission areas as covered by the applicable COCOM medical standards. FRCWP leadership will make appropriate decisions on continuing deployments or other accommodations when the incumbent of this position no longer meets identified medical requirements in accordance with applicable COCOM and/or DoD Instruction.

Work area contains moving machinery, airborne particles, chemicals, high-pressure gases, and fluids, high voltage ·equipment, and potential for fire. High levels of noise will be encountered during equipment operation or around operating aircraft. When assignments require performance of work in; or visit to, industrial or hazardous areas, incumbent will be required to use appropriate protective clothing or devices according to safely regulations. Some climbing, stooping, and bending, involving moderate risks (climbing on aircraft to 40 feet and crawling through interior of aircraft and engine areas which are extremely confined) is involved. May come in contact with chemicals such as fuel, hydraulic fluid, paint, solvents; etc. on an occasional basis.
