Job Description
Summary
The Senior Program Analyst reports to the Assistant Inspector General for Audits and Evaluations within the Office of Inspector General (OIG). OIG conducts, supervises, and/or coordinates independent and objective audits, inspections, evaluations, and investigations of EAC programs and operations, contractor activities, and grants to states and nonprofit organizations.

Qualifications
- Comprehensive knowledge of GAO's Quality Standards for Inspection and Evaluation ("Blue Book").
- Basic knowledge of Generally Accepted Government Auditing Standards ("Yellow Book").
- Ability to assess fraud, waste, abuse, and mismanagement in the operation of federal government programs.
- Ability to identify and assess risks.
- Ability to develop work programs, work papers, findings, and recommendations to sufficiently meet evaluation/review objectives and effectively communicate procedures performed in support of conclusions.
- Ability to assess data quality for reliability, sufficiency, and relevance. Selects and applies appropriate quantitative and qualitative analytical methods and tools to collect, arrange, process, and present data.
- Ability to draft reports and other similar written communications containing a clear, convincing, and accurate message that is technically sound with conclusions that are thoroughly supported by sufficient documentation and appropriately targeted to the OIG's customers' needs.
- Excellent oral skills to include the ability to communicate with EAC senior level officials and other senior leadership within the federal government.
- Ability to manage multiple concurrent evaluations, reviews, or other projects effectively and within time constraints.
- Ability to use critical thinking skills to analyze and interpret existing and proposed legislation and regulations.
Experience:
Candidates must have at least 2 years of experience conducting reviews, evaluations, or inspections in accordance with GAO's Quality Standards for Inspection and Evaluation ("Blue Book") at an Office of Inspector General or similar audit organization.

At least 2 years of experience conducting audits in accordance with Government Auditing Standards ("Yellow Book") at an Office of Inspector General or similar audit organization.
The following experience is highly desirable:
- Bachelor's degree from an accredited institution. Majors in Business Administration, Accounting, Computer Science, Management Information Systems, Political Science, or related fields of study are desirable.
- Familiarity with federal grants and their requirements.
- Certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), and/or Certified Fraud Examiner (CFE).
