Job Description
ICF’s Early Education Services Line of Business seeks a Senior Tribal Implementation Specialist to work on call with the leadership of the Tribal Child Care Capacity Building Center (TCBC) to align internal efforts to provide critical and strategic training and resources to staff. The on-call consultant will develop staff training resources and provide coaching and training for project staff as directed by project leadership. TCBC delivers training and technical assistance (TA) to Child Care Development Fund (CCDF) Tribal grantees to assist with implementing the Child Care and Development Block Grant (CCDBG) and improving the accessibility of high-quality child care and the development of comprehensive early childhood systems.
The ideal candidate will have a background and experience in child development or early childhood education grant-funded programs with extensive knowledge of CCDF regulations and program implementation. The Senior Tribal Implementation Specialist will be responsible for training and coaching staff on using research-based practices that reflect the diversity of languages and traditions that exist in Tribal Cultures and integrating adult learning principles into service delivery.
Key Responsibilities:
Communication, Collaboration, and Client Focus
- Support designated priorities and special projects, including development of training resources related to identified framework and capacity building.
- Build strong, positive relationships with team members for ongoing communication, collaborative planning, and shared problem solving to meet the needs of the project.
- Discuss findings with internal staff to help ensure the uptake of research findings to practice.
- Utilize components of implementation science to help inform the work.
- Work within a team setting on analysis, reporting, and utilization of findings.
- Work within a team setting to align frameworks for TA delivery with staff training resources.
- Participate and lead internal continuous quality improvement (CQI) activities to provide feedback to Tribal TA Specialists and TCBC team members to ensure quality TA delivery.
Expertise and Scope:
- Develop and maintain positive, results-oriented relationships with project staff.
- Provide coaching in a manner that is responsive to project needs and meets staff where they are using relationship-based approaches.
- Demonstrate evidence-based facilitation, active listening, cultural humility, resource provision, and reflective thought partnership in the work.
- Stay abreast of the latest trends, research, tools, and resources that support early childhood system building and technical assistance delivery.
- Collaborate with project leadership leads to gather information, develop strategies and training resources, and provide training and coaching support for staff.
- Leverage depth and breadth of Tribal and staff training expertise and apply a broad perspective to identify solutions to complex tasks.
- Identify trends, takeaways, and priorities from previously developed materials and enhance the information to facilitate understanding by the intended audience.
- Consult with leadership on the development of accurate, easy-to-understand staff training and onboarding resources.
- Mentor staff in the development and execution of targeted and universal training and technical assistance (TTA) activities (e.g., national, and cross-regional face-to-face trainings, webinars, peer learning groups, and communities of practice).
- Deliver in-person and virtual presentations with confidence and mentor other Tribal Technical Assistance Specialists in techniques such as understanding content, practicing presentations, articulating content clearly and smoothly, using appropriate body language, and incorporating concrete examples and stories to illustrate points and maintain audience attention.
- Support the planning of TA and training activities, including support for content development and facilitation of trainings.

Basic Qualifications:
- Bachelor’s degree in early childhood education, public policy, public administration, or management.
- 8+ years of relevant experience in the early care and education field providing technical assistance, technical writing, and project management including leading the development of complex tasks.
- 8+ years of experience offering training and technical assistance within early care and education, including strong consultation, presentation, and facilitation skills.
- 5+ years of leadership experience in a Tribal CCDF program and extensive knowledge of CCDF legislation and regulations.
- 5+ years of experience with task and project management, including training, mentoring, and supporting staff
Preferred Skills:
- Experience supporting the implementation of the CCDF program at the Tribal, state, or federal level.
- Experience at the Tribal, state, or federal level with policies, early care and education regulations, and systems, particularly the implementation of CCDF or other state early learning programs.
- Experience with federally recognized Tribes and Tribal Nations.
- Demonstrable experience as a mentor with sound mentorship practices and the ability to support and mentor Tribal Technical Assistance Specialists who are new to the work of TCBC.
- Experience in providing training using instructional design, adult learning principles, and Indigenous knowledge.
- Experience solving complex problems and proactively addressing issues to improve outcomes.
- Strong technical knowledge and the ability to clearly explain technical concepts.
- Experience working with multiple partners, content advisors, and technical assistance providers.
- Experience as a systems-level early childhood consultant, facilitator, and coach.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$76,848.00 - $130,642.00
