Summary

Located in the Department of Veterans Affairs, Office of Information and Technology (OIT), within Product Engineering Services (PES), or Software Product Management (SPM). PES/Chief of Staff, PES/Veterans Experience Services and SPM/Benefits and Memorial Services/Corporate Portfolio. The purpose of this position is to lead, coordinate, communicate, integrate and accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities.

BASIC REQUIREMENT:
Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service.

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Extensive experience managing IT software systems lifecycles to include as example acquisition, integration, deployment, sustainment, and decommissioning of a product using Agile, SAFe and DevOps methodologies in different environments. Experience with investment lifecycle and budget. Experience managing cross-function teams and project managers over IT software systems. Extensive experience creating strategic plans and roadmaps for a slate of related projects.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-14 level.

The incumbent is a key link to other organizations within VA to ensure coordination and integration of program management activities.
Product Engineering Service (PES) ensures that Veterans receive seamless access to benefits and proactive care using modern digital solutions. This is done by using Software as a Service (SaaS), low-code, and a shared delivery infrastructure with highly differentiated products. Success is measured by leveraging emerging technology, methodologies, and trends found in private sector that deliver unparalleled value to Veterans and those who care for them.
Software Product Management (SPM) designs, delivers, maintains, and hardens software assets across VA through portfolios including Corporate Services, Health Services, Benefits and Memorials, and Financial Technology. SPM strives to continually increase efficiency, reduce technical debt, and modernize offerings to support VA's priorities and enhance the Veteran experience. SPM employs product line management best practices to speed the delivery of products and services to VA's workforce and the Nation's Veterans.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
