About the Team
The Supply Chain and Logistics team is vital in ensuring a robust, efficient infrastructure that drives business growth and enables global connection. They provide planning guidance and logistics strategy assistance to existing businesses, helping them optimize their operational efficiency.

The logistics team is looking for a procurement manager to join the team, responsible for the overall procurement strategy and operations.

What you'll do
- According to business needs & strategical goal, complete the end to end procurement cycle (from market research, sourcing, tender definition, bidding, contract negotiation until contract signing) for logistics related service (e.g first mile, warehousing, lastmile, clearance brokerage)
- Highly familiar with Germany and pan-European logistics service products, highly sensitive to costs, and able to support business departments in effectively controlling logistics costs; According to the group procurement policy, build the qualified supplier pool for procurement plus perform some critical checks. (e.g competitor research, quality inspection, warehousing visiting, misc customer) ;
- Establish business connection with suppliers, understand the strength and weakness of supplier based on market research.
- Based on business requirements, prepare the tender package (e.g scope of work, contract draft, ratecard, SOP draft) plus selection criteria. As the primary responsible, conduct both external and internal communication, invite proper suppliers to submit tender response.
- Based on company guidelines and pre-defined selection rules, execute the bidding process, supplier selection until completion.
- Negotiate contract, term & condition based on the company's interest, ensure risk assessment and business goal can be balanced
- Cooperate with the internal audit compliance department to optimize the procurement via bidding process, and empower business to achieve fast procurement via bidding, reduce costs and improve efficiency;
- Have the ability to write bids and sort out contracts, be able to sort out bids and contracts independently, and have certain financial basic knowledge. Proficient in cross-border trade laws and policies in EMEA, responsible for following up the policy changes of the legislative departments of EMEA and relevant regulatory departments such as customs, taxation, and the Ministry of International Trade, and providing guidance and decision-making reference for the company's business development and operation;
- Familiar with the Germany and European markets. Based on the continuous growth of business, regulatory innovation, category breakthroughs, the rise of content-based and other new trends, promote the landing of pan-European logistics innovation business projects;
- Expand, establish and maintain good relations between the company and relevant departments of legislation and cross-border trade supervision in EMEA, and promote a win-win government-enterprise cooperation model.

Qualifications

Minimum Qualifications
- Bachelor degree or above, with 5+ years of relevant experience in procurement in logistics industry or 5+ years of tender management experience in shipping line / freight forwarder / lastmile company;
- Have a good understanding of logistics, understand warehouse, quality customs brokage, linehaul and lastmile service provider, and have excellent business negotiation skills;
- Have excellent experience in building procurement via bidding system, as well as a business sense of full compliance process and link control to ensure full link standardization and compliance;

Preferred Qualifications
- Profound project management experience and problem-solving ability, highly sensitive to data, able to quickly respond to various procurement via bidding requirements;
- Have excellent interpersonal communication and coordination skills, strong language and writing skills; have certain resource integration ability and business promotion ability;
