Summary The primary purpose is to perform maintenance, repair, and modification of heavy-duty vehicles and mobile equipment which have utility systems, or special hydraulic, pneumatic, mechanical, electrical or electronic systems, features, or controls designed for such purposes as construction, earth moving and comparable applications. Incumbents doing maintenance way of work on the Cuyahoga Valley National Railroad will be required to submit to a mandatory pre-employment drug and alcohol test and must receive a negative drug and alcohol result prior to appointment. In addition, these incumbents are subject to random testing for illegal drug and alcohol use. Driving: You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. A uniform allowance will be provided. Government housing may be available. Minimum Age: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability To Do The Work Of The Position Without More Than Normal Supervision (SCREEN OUT) Ability To Interpret Instructions, Specification, etc. (includes blueprints reading) Ability To Use and Maintain Tools and Equipment Knowledge of Equipment Assembly, Installation Repair, etc. Technical Practices (theoretical precise, artistic) Trouble shooting Use of Measuring Instructions SCRENOUT: Must be able to perform tasks as a Heavy Mobile Equipment Repairer providing preventative maintenance, troubleshooting / diagnosis, and providing reliable repairs for a variety of motorized equipment such as: fleet vehicles which include gasoline, diesel, electric, and hybrid sedans, vans, 4x4 pickups, and SUV's; engineering equipment including dump trucks, backhoes, and loaders; rotary snow bowers, with diesel engines; generators with hydrostatic drive electrical system and all associated equipment and electronics; snow machines, and power generation systems. This work can be checked closely by a supervisor. If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS). If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM. Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations. Physical Demands: The incumbent is required to make repairs which often require them to work in tiring, awkward, and uncomfortable positions, and the work performed frequently involves standing for long periods of time, bending, stooping, crawling under vehicles, and making repairs in other tight spaces. The incumbent frequently lifts, handles, and carries parts and equipment weighing up to 40 pounds, and occasionally moves moderately heavy items weighing up to 50 pounds with assistance or with mechanical devices. Working Conditions: Work is usually performed inside on concrete surfaces where there is exposure to drafts, noise, - and fumes from vehicles. Occasionally the work may be performed outside under adverse weather conditions. The incumbent is continually exposed to dirt, dust and grease. The potential for bums, chemical irritations, shocks, bruises, cuts, and strains. To reduce the dangers and irritations from these conditions, the incumbent-follows prescribed safety practice and uses safety equipment such as safety shoes and glasses, and respirators. This position requires wearing the National Park Service uniform. All employees are required to wear the uniform in accordance with guidelines, maintain personal appearance standards, and ensure proper conduct while in uniform. A uniform allowance is provided.
