The primary purpose of this position isto manage the installation Catholic Program and to assist the Wing Chaplain in fulfilling the Chaplain Corps' mission of ministry to the Roman Catholic personnel at the installation.

Disclosure of Political Appointments
Must be an ordained Roman Catholic priest in good standing with the Archdiocese of Military Services and must maintain a valid DD Form 2088 signed by the latter for the duration of employment.
Performs other Catholic related duties as assigned by the Wing Chaplain.
Dresses professionally and appropriately in accordance with AMS guidelines. Liturgical garments/vestments will be provided by Wing/HC.
Must be able to maintain a good working relationship with staff members and the Catholic Community.
Subject to background investigations including STATE CRIMINAL HISTORY REPOSITORY CHECKS (SCHRC).
May be required to travel to accomplish temporary duty assignments on commercial or military aircraft or motor vehicles. Required to possess a current valid driverβs license.
Must remain current in all required training.
Must take an annual spiritual retreat, as required by Canon Law, and participate in biennial AMS convocation.
Duty locations may alternate between Charleston AFB and Naval Weapons Stations Charleston.
May be required to work a non-traditional work schedule to include over-time on holidays, evenings and weekends; schedule will be set in coordination with the Wing Chaplain. May be required to be in an on-call status to respond to emergencies.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
As a professional civilian clergyperson, the priest will use the title prescribed by his faith group as distinct from a Chaplain.
His pastoral care obligations are only to the members of his religion and those who deliberately seek his expertise.
Accordingly, he will adhere to DoD and Chaplain Corps directives to avoid proselytizing and intentional evangelization of members of other religions.
Qualifications
Continued from Conditions of Employment:
This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications:
There are no OPM qualifications for the Chaplain Series 0060. These positions are in the excepted service and agencies establish their own qualification requirements for them.
QUALIFICATIONS FOR GS-0060-11 (IAW DoDD 1304.19, "Appointments of Chaplains for the Military Services"): Applicants must have two years of religious leadership experience for an active component appointment to qualify for GS-11, you must have professional experience which has demonstrated both practical pastoral knowledge and skill, and ability to minister in a pluralistic setting.
AND
Applicants must have a baccalaureate degree with not less than 120 semester hours (180 quarter hours) from a qualifying educational institution. (You must submit copies of college transcripts.)
AND
Applicants must have a post-graduate degree in the field of theological or related studies from an accredited institution, with not less than 72 semester hours (108 quarter hours) of graduate-level work. Related studies may include graduate courses in Pastoral counseling, social work, religious administration, and similar disciplines when one-half of the earned graduate credits include topics in general religion, world religions, the practice of religion, theology/religious philosophy, ethics, and/or the foundational writings from the applicant's religious tradition. ECCLESIASTICAL ENDORSEMENT. Receive ecclesiastical endorsement from a religious organization meeting the administrative qualification of DoDD 1304.19, "Appointment of Chaplains for the Military Services." Ecclesiastical endorsement means a written statement, signed by the designated endorsing official of an ecclesiastical endorsing organization certifying that an individual is in good standing with the faith group or denomination and, in the opinion of the endorsing official, is qualified to perform the full range of ministry, including all sacraments, rites, ordinances, rituals, and liturgies required by members of the faith group. NOTE: This letter will be required after tentative offer has been extended as part of the Onboarding process once selection has been made. Applicants ARE NOT required to provide the Ecclesiastical Endorsement as part of their application.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Scripture, teachings of the Roman Catholic faith and Canon Law.
Knowledge of the role of Catholic clergy in a diverse and pluralistic military religious environment.
Skill and Ability to oversee a comprehensive Catholic religious education program serving adults and children.
Ability to assist in traumatic stress response counseling, pastoral crisis intervention and suicide prevention counseling.
Ability to work well with chaplains and religious affairs airmen in an ecumenical/interfaith setting.
Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
