Summary
About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Camp Arifan, Kuwait .
This is an unaccompanied position with an initial overseas tour of 1 year with possible extensions for a total of 5 years.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.
Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.
This position is subject to a pre-employment drug testing screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment
A pre-employment and recurring comprehensive background investigation.
The investigation includes, but is not limited to, contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required.
This position requires the completion of a pre-employment CENTCOM MOD-17 Physical Examination and annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
This position has been designated "Mission Essential".
In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
The DOD Publication 8570.01-M, Information Assurance Workforce Improvement Program, dated 19-DEC-2005 (incorporating Change 4, 10 Nov 2015), applies to this position.
Requires satisfactorily completion of the appropriate training and obtain the required certification/recertification for this position.
NOTE: All IA personnel requiring a baseline and/or CE certification must obtain required certification(s) within 6 months of assignment of IA duties.

This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
Specialized experience would be demonstrated by providing expert technical direction and assistance, developing procedures, standards, and plans to ensure Army end-user and organizational information system requirements are satisfied; providing expert technical advisory service in the operation and management of the organization; developing policy and procedures for accomplishment of short and long-range goals and objectives; analyzing network configurations and enterprise service delivery to determine optimum efficiency and cost effectiveness of managed networks; and serving as the primary interface with customer organizations for coordinating and resolving issues related to service quality, reliability, technical requirements, applications, timelines, and critical operational issues.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work independently that rarely requires editing or review by others.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints and providing support and guidance to customers on non-routine issues; serving as a primary resource for customers, requesting assistance with complex issues when necessary; and participating in meetings and providing advice to customers in own area of expertise.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: expressing facts and ideas in a clear, concise, convincing, and organized manner; clearly conveying moderately complex ideas, concepts, and information to customers; exhibiting active listening by demonstrating understanding of audience comments and/or questions.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate.
Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.
In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.

Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
Government housing is provided.
Domicile to duty transportation will be provided at no cost to employees. This is a taxable benefit. Storage of POV is not authorized.
Temporary storage of household good costs will be paid for 1 year assignments.
