This position serves as the Administrative Officer - Research, with responsibility to plan, develop, and direct the administration of the Research Service. The Administrative Officer will be responsible for the day to day operations of a highly complex, multifaceted research program supporting clinician and non-clinician researchers.

Qualifications

To qualify for this Administrative Officer - Research GS-12 position, you must have: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience is experience where you were responsible for providing a variety of management services essential to the direction and operation of a clinical research program to include budget/fiscal management; human resources/personnel management; analyzing and evaluating data to ensure the efficiency and effectiveness of a clinical research program; ensuring staff are kept updated on clinical research regulatory changes through informal/formal training. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

To qualify for this Administrative Officer - Research GS-13 position, you must have: At least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Administrative Officer - Research, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-12) in the Federal service. Specialized experience is experience serving as a supervisor, program manager, or team lead in clinical research setting, where you were responsible for or assisted with the administrative aspects of a medical research program, to include budgeting, regulatory compliance, program analysis, personnel management, and protocol management. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: Work often requires intensive concentration. The work is mainly sedentary; however, travel will be required. No special physical demands are required to perform this work. The incumbent may be required to work weekends and other irregular tours of duty.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
