UNIT CONTEXT

The Africa Development Effectiveness unit (AFEDE) services the Eastern andSouthern Africa Region (AFE), providing timely, effective operational supportand services to the Regional Vice President, the AFE Operations & StrategyDirector, Country Management Units and teams.

The objective of AFEDE is to offer high quality inputs across key stages ofstrategy formulation and program/project preparation and implementation; embedWBG's Evolution Road Map and AFE Regional priorities into AFE operations andoutputs; and help the Region deliver impactful strategies and projects to itsclient countries. This unit's work program ranges from Pipeline DeliveryManagement; Quality Assurance; Portfolio management and monitoring, ResultsMeasurement and Management; Regional Risk Management; support on Regional andCorporate priorities; and Operational Learning and Knowledge Sharing targetedto Regional staff. It also houses the Secretariat of the RegionalOperations Committee. On behalf of the AFE Region, the unit is also called uponto represent regional interests and prepare comments on corporate issues presentedby OPCS, IEG and other relevant operational vice-presidencies. AFEDE is alsoplaying an instrumental role in supporting the WBG's Evolution and Changeagenda including on Operational Efficiency and Effectiveness.

ROLES AND RESPONSIBILITIES

Strategy and Business Management

• Provide operational advice and coordinate operational input on lending, andportfolio management and Country Partnership Frameworks.

• Support the development of operations and ASA pipeline that reflects theRegional strategic priorities with a focus on impact at scale, reflectingcorporate and IDA commitments.

• Ensure the quality enhancement in all Regional operations including the AFERegion's agenda on results and monitoring and evaluation.

• Contribute to the WBG's Evolution including implementing AFE led initiatives onefficiency and effectiveness.

• Prepare and coordinate Regional responses to corporate policy and approachpapers.

• Represent the Region in corporate fora, including the Country &Operational Services Board.

• Manage the Secretariat of the Regional Operations Committee (ROC)

• Prepare/Coordinate inputs into Regional Strategy Update, MOU and otherRegional products.

• Oversee the work of the Regional ESF Advisor (RSA) including aiming to ensuretimely support to clients and supporting the streamlining efforts.

• Prepare/Coordinateinputs into Regional Strategy Update, MOU and other Regional products.• Oversee the regular monitoring and share Regional pipeline (including managingIDA commitments) and portfolio quality metrics with the Regional leadershipteam, coordinating the preparation of pipeline and portfolio updates for theRMT and coordinate inputs on corporate discussions on risk.

• In coordination with the RM and HR teams, ensure coherence between the pipelineand portfolio and the staffing and BB resources.

• Act as INT focal point for the Region.

• Oversee the implementation of corporate commitments on climate (e.g.,co-benefits, Paris Alignment); Private Capital; Gender; and Citizen Engagement.

People/Talent Management• Manage staff recruitment, development, deployment, coaching and evaluation,including through active participation in COS Board led talent managementexercises. Also, support the development of the Regional RSA Team.

• Assess skills mix issues, manage work loads of staff

• Advise the DSO on emerging issues and initiate strategic staffing responsesto meet demand.

Resource Management• Manage resources efficiently and to regional and Bank standards to ensureappropriate staffing and program expenditures with impeccable administration.

Relationship management• Dialogue with CMU and Regional Directors and Practice Managers on operationalmatters

• Ensure that operational and policy issues and priorities are brought to theattention of Regional management

• As member of the Regional Management Team and Senior Leadership Team,contribute to the Region's strategic direction and operational management

Knowledge Management• Promote development and sharing of knowledge within the region and with otherinstitutional and global partners.

• Promote development of the region's intranet content in support to regionaloperations.

Selection Criteria

The successful candidate will have:• Minimum of a Master's degree in a relevant discipline (e.g. economics,management, business administration, social sciences, technical studies, oranother field related to development) with a minimum of 12 years' relevantexperience. Deep understanding and extensive multi regional expertise inpolitical economies, including in FCV states.

• Integrative skills. Leading work on integrating divergent views in a coherentmanner, including advising project/country teams as to how integratecorporate/regional priorities into specific project/strategy.

• Internal and External Stakeholder Engagement. An ability to lead dialoguewith high level external and internal clients, including policy dialogue withclient countries, and manage relationships with the Board members.Multiregional experience in facilitating engagement with counterparts.Experience in engaging with the stakeholders in FCV states is desirable.

• Knowledge of Bank Instruments, Policies, and Procedures, and Ability toProactively Apply Them. Multi-regional experience in leading/advising Bankteams on preparation and implementation of various types of operations.Providing high quality practical advice to management and teams on complexoperational issues.

• Operational Knowledge Sharing. Multi-regional experience in implementation oflearning initiatives to upgrade skills of staff and clients to increaseeffectiveness of Bank operations. Proven record of effective mentoring of staffon strategic, operational and career development issues.

• Strategy formulation and policy and Program design. Proven ability to leadpolicy dialogue around country or sector-specific issues, form partnerships,and build common approaches with relevant stakeholders and developmentpartners.

• Project Design, Implementation, and Management. Proven ability to assesscountry risk and systemic project and portfolio issues and propose innovativesolutions to internal/external stakeholders based on relevant best practices.

• Portfolio Management and Results Monitoring and Evaluation. Demonstratedability to provide strategic leadership on key operational priorities.Demonstrated ability in setting up internal review and portfolio qualitymanagement systems. Leading major analytical work on portfolio performance.Leading business planning process. Ensuring financial underpinning ofprogram/strategy implementation.

• Team Leadership. Proven skills to form, guide and lead teams Bank-wide,yielding high-quality knowledge or lending products, with solid experience onone or more complex / multi-sectoral or innovative operations
