Position Description

Are you an experienced Operations Subject Matter Expert (SME) looking for a new opportunity where you can make a difference every day? Bring your skills to Serco to support the Naval Surface Warfare Center, Port Hueneme Division ESS Support Services TARCES 3 Program. This position is based out of San Diego, California, but may be considered for a remote work location exception.

This position is contingent upon contract award.

As the Operations Subject Matter Expert (SME) you will provide expert recommendations, advice, and input during all phases of building project, to include Planning, Design, Bidding, Initiation, Setup, and Accreditation. Provide expert recommendation, advice, and input during planning and design for surface force secure facilities projects, to include P555 MILCON and projected fleet concentration area facilities.

Specific responsibilities include, but are not limited to:

• Provide expert recommendations, advice, and input during all phases of surface force SWA projects: Planning, Design, Bidding, Initiation, Setup, and Accreditation. These projects include, but are not limited to, B3291 renovation, P555 MILCON, P1554 MILCON, and establishment of SAPF in fleet concentration areas (Everett, WA; Pearl Harbor, HI; Port Hueneme, CA; Yokosuka, Japan, Sasebo, Japan; Manama, Bahrain; Mayport, FL; Rota Spain)
• Provide expertise to the US government throughout the design process and ensure that all design reviews and final plans are done in accordance with the ICD-705, TEMPEST 1/13, and other DoD/IC Directives and Guidelines to ensure a final accreditation at construction completion.
• Conduct periodic security inspections of the project site, to include General Contractor (GC) and subcontractor trailers/containers to ensure compliance with the CSP by all project personnel.
• Evaluate the performance of the SSM and report unbiased findings to the government COR and AO/CGPM or CGSSO.
• Managing all aspects of this contract to ensure compliance with program scope.
• Provide training to the SSM and government personnel.
• Conduct Vulnerability Assessments (VA) throughout all phases of project and provide recommended countermeasures/mitigations to reduce risk using a cost-effective methodology.

Qualifications

To be successful in this role, you must have:

• An active/adjudicated Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
• Bachelor's Degree.
• A valid Project Management Professional (PMP) certificate.
• A valid certificate for the successful completion of a Thirty-Two (32) Hour or greater Site Security Manager (SSM) Training Course.
• A valid certificate for the successful completion of a Forty (40) Hour or greater CST (CST) Training Course.
• Certifications from National TEMPEST School for the following trainings: TEMPEST Fundamentals, L3OARXXXXX 0T3A, PDS Code 5W1 &TEMPEST for System Installation and Facility Design, L3OARXXXXX 0T4A, PDS Code 6IY.
• Fifteen (15) years of security experience specifically related to SCIF construction, Intelligence Operations, Counter-Intelligence Operations, Counter-Surveillance Operations, Technical Surveillance Counter-Measures, Physical Security, or a combination of these experiences.
• Ten (10) years of direct experience (i.e., working at the project location as a CST, SSC, SSM, or SME) working on ICD-705 construction projects.
• Seven (7) years in a leadership/management role on an ICD-705 Construction Security project(s). Leadership/Management means SSM, SSC, or CST-Lead.
• Five (5) years' experience working OCONUS SCIF/SAPF projects.
• Three (3) years of experience managing ICD-705 security contracts as a Program Manager, Project Manager, or similar function.
• Official Technical Surveillance Counter-Measure (TSCM) Training.
• SCIF Design, TEMPEST, and other related Construction Security, Planning, and Designing Training.
• Ability to travel 25%.

Additional desired experience and skills:

• A graduate level degree (Masters degree, or above) from an accredited university in a security or intelligence field.
• Familiarity with the sixteen (16) standard divisions of construction and knowledge of technical listening devices commonly used by foreign intelligence services.

In compliance with state and local laws regarding pay transparency, the salary range for this role is $110,424.60 to $184,041.00; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
