VPU Context

The Development Finance Vice-Presidency (DFi) is responsible for the management and monitoring of policies, procedures and resources for the World Bank's development financing vehicles. DFi sets the policy framework for the WBG development finance by engaging in strategic resource mobilization, playing an intermediation role to help align the needs of recipients, WBG institutional priorities, and priorities of funding partners. These include the International Development Association (IDA), the World Bank's fund for the poorest, the International Bank for Reconstruction and Development (IBRD), and Trust Funds, including Financial Intermediary Funds (FIFs).

Unit Context

Within DFI, Corporate IDA and IBRD (DFCII) is responsible for the replenishment and stewardship of IDA, the Bank's principal facility for providing highly concessional resources to the world's poorest countries. DFCII is the institutional focal point for the IDA replenishment process. DFCII leads IDA replenishments and manages the allocation of IDA resources (both volumes and terms) to eligible countries as per IDA priorities and maintains policy dialogue with donors. The IDA21 replenishment process will be a major focus of the work program for the current year.

DFCII consists of two units: the IBRD-IDA Corporate Finance and the IDA Strategy and Operations units. This position will be with the IDA Strategy and Operations unit. The unit is made up of a diverse, experienced, and motivated team of economists, finance, and development specialists, and is responsible for the operational aspects of IDA, including the (i) development of policies and implementation of the allocation of IDA resources; (ii) development and implementation of IDA's operational policies; (iii) hosting the Sustainable Development Finance Policy Secretariat; and (iv) managing the Private Sector Window Secretariat. Within this unit, there are Strategy and Operations teams. These positions will focus on the Strategy work program, which will be heavily oriented toward replenishment-related activities, although there may be opportunities to also engage in operations assignments, especially once the major replenishment deliverables have been concluded.

Duties and Responsibilities:

DFCII is seeking to recruit a Sr. Partnerships Officer to serve as integral member of the team, working closely with the Manager and Lead Operations Officer in charge of the replenishment to provide strategic and technical support to the IDA Strategy and Operations Team.

The selected candidate{s} will be a highly-motivated, strategic thinker with a wide range of working experiences who will be expected to recommend and lead implementation of multidisciplinary, comprehensive action plans, in widespread collaboration within and outside of DFI. The selected candidate will be expected to work as a team member in a fast paced and demanding environment, sharing responsibilities with and backing up other colleagues as needed. This position has a particular focus on deepening engagement with the full range of donors, including through greater parliamentarian outreach, and with a full range of civil society partners and other organizations with which IDA shares an interface. It may also include deepening IDA outreach on particular topics of special donor interest.

Specifically, the selected candidate will have the following responsibilities:

• Develop and implement engagement approaches to strengthen advocacy and partner relationships with IDA donor representatives and other stakeholders, particularly parliamentarians, and global and regional civil society organizations, other IFIs, UN and other international and regional organizations, think tanks, etc.), for a successful IDA21 and stronger on-going collaboration afterward, working together with other responsible offices in the WBG.

• Lead the preparation of events, briefings and reports to Senior Management, Executive Directors, and IDA Deputies in implementation of stakeholder plans. Lead and contribute to drafting of meeting agendas, senior management briefing books, talking points, choreography documents. Prepare, adjust and finalize formal meeting reports.

• Liaise with internal and external counterparts, including to prepare DFI and other senior management for engagement with wide range of IDA stakeholders.

• May be assigned country liaison roles to monitor and review IDA operations for assigned countries to ensure that IDA priorities are adequately captured, with a focus on country engagement products and /or be assigned to co-lead DFCII roles related to one or more IDA windows or

• Other duties as required.

Selection Criteria

• Minimum: Master's degree in a relevant discipline (e.g. economics, management, business administration, social sciences, technical studies, or another field related to development) and 8 years of relevant professional experience.

• Broad and in-depth experience with the World Bank Group, or similar experience that builds global expertise and an understanding of the Bank's strategic priorities, including IDA in the WBG Evolution. Deep knowledge of IDA policy frameworks and instruments. Understanding of IDA in context of global aid architecture.

• Extensive experience working with IDA countries in a multilateral context. Experience working with a wide range of IDA donors, and other stakeholders critical to IDA implementation and advocacy. Subject matter expertise in one or more policy areas of focus in the IDA window architecture preferred.

• Outstanding interpersonal and communication faculties for effective collaboration and influencing, for both internal and external audiences. Broad and in-depth experience working with management, shareholder and other stakeholder representatives. Proven ability to work smoothly in a dynamic and collaborative environment with team members and across organizational boundaries.

• Strong analytical skills, and ability to integrate his/her own fields of expertise with those of others and develop jointly-owned integrated approaches.

• Must be a results-driven and hands-on, adept at finding solutions to collaboratively achieve objectives within challenging timelines, and rolling up sleeves and preparing draft presentations, briefs, talking points, etc.

• Demonstrates sound knowledge of World Bank Group's Mission and Goals and the complementarities among different World Bank Group member institutions

• Fully understands Bank's development initiatives and policies and practices related to lending and non-lending operations

Communication & Influencing Skills:

• Demonstrates the ability to influence and persuade others to accept ideas and suggestions (such as counterparts in government, international partner organizations, academia, and Bank colleagues, senior staff and managers)

• Has ability to communicate and defend, orally and in writing, challenges and positions to colleagues and management

• Desired: Fluency in French, German or Arabic, or of another major Asian IDA Donor

Internal and External Stakeholder Engagement:

• Strong knowledge and experience of the operating context, including challenges and opportunities across WBG Clients (MICs, LICs, FCV)

• Strong understanding and experience with operational political economies

• Experience in leading the preparation of briefs, analytical products, and other materials for high- level events and Bank management visits.
